Negatha Peterson, former artist for SPI, told us that the flowers in all of the blue dot-and-dash border designs were painted from a large English multi-floral pattern platter with a blue dot and dash border. England entered WWII before the USA entered the war. Therefore, according to the historical timeline, the 3 dots and dash repeated around the English platter edge could have intentionally been Morse Code symbols for VICTORY.
